Oil shortage, not removal of sanctions, will boost Russia's energy exports, expert says
US President Donald Trump says he's weighing lifting oil sanctions in an effort to keep energy prices down, in a move that is seen benefiting Russia and its financing of the war in Ukraine. Speaking with FRANCE 24's Mark Owen, Sergey Vakulenko, Senior Fellow at the Carnegie Russia Eurasia Centre, explains that sanctions have done little so far to stem oil exports, but a crude shortage is much more likely to boost Russian energy sales abroad.
