In Madagascar, it has been more than a month since Cyclone Gezani struck the country's eastern coast, devastating the city of Tamatave and surrounding areas, and killing 62 people. It is now the cost of recovery that is causing growing concern. Amid shortages and speculation, the price of construction materials has surged by 50 percent.
